CCCFA is governed by a Board Member representing each of the founding member CCA agencies.

Ted Bardacke
Chair of the Board of CCCFA and CEO of CPA

Ted Bardacke is Board Chair of CCCFA. Ted is also Chief Executive Officer of Clean Power Alliance (CPA), the locally operated not-for-profit electricity provider for 32 communities and more than three million residents and businesses across Los Angeles and Ventura Counties.

Robert Shaw
Vice Chair of CCCFA and CEO of 3CE

Rob Shaw is Vice Chair of  CCCFA's Board of Directors. Rob is also the CEO of Central Coast Community Energy (3CE), a CCA serving Monterey, San Benito, Santa Cruz, San Luis Obispo, and Santa Barbara counties. In this role, Rob is responsible for executing the vision of 3CE's Policy and Operations Boards, made up of representatives from the 35 city and county governments the agency serves. 

Vicken Kasarjian
Board Member of CCCFA and COO of MCE

Vicken’s career spans about 37 years in the energy industry that included finance, procurement, building and operating power plants and transmission lines, developing markets, and reliably operating balancing authorities. Based on previous experience, Vicken brought the pre-payment bond finance structure idea to MCE.  Vicken participated in the development of AB1890 that created the CAISO, and was an elected trustee at NERC representing LSEs in North America. Outside of the office: Vicken enjoys life with his wife of 39 years, and 2 daughters. He enjoys racing, traveling, hiking, and authentic foods.

Monica Padilla
​Board Member of CCCFA and CEO of Silicon Valley Clean Energy (SVCE)

Monica Padilla is a member of the Board of Directors of CCCFA. Monica is also the Chief Executive Officer of Silicon Valley Clean Energy (SVCE), where she is responsible for carrying out SVCE’s mission to reduce dependence on fossil fuels by providing carbon-free, affordable, and reliable electricity and innovative programs for the SVCE community.  SVCE is a CCA based in Santa Clara County with more than 275,000 residential and commercial customers throughout 13 jurisdictional areas.   

Howard Chang
Board Member of CCCFA and CEO of Ava Community Energy (Ava)

Howard Chang is a member of the Board of Directors for CCCFA. Howard is also Chief Executive Officer and has overall responsibility for all facets of Ava Community Energy (Ava) operations, a CCA based in Alameda and San Joaquin counties.
